Direct Payments legal review

The overview considers the need for revisions to the current regulations[1] and Code[2] in Wales, in consequence of amendments made to the scheme by the section 20 Health and Social Care (Wales) Act 2025. Somewhat strange to bring the relevant provisions of the 2025 Act into force without attending to these revisions first?
