In a Keynote address to the BASW Cymru Conference (7th June 2017) concerning the Social Services and Well-being (Wales) Act 2014 I express concern about the Welsh Government’s failure to minimise the turbulence of organisational change; to target resources on those in most need; and to reduce unnecessary paperwork.
