Biography

Luke Clements is a
Professor at Cardiff Law School, an Associate Fellow of the Department of Social Policy and Applied Social Studies at the University of Warwick and is solicitor with Scott-Moncrieff Harbour and Sinclair (London). He has had conduct of many cases before the European Commission and Court of Human Rights and continues to act in an advisory capacity for many complaints to the Court.

Luke’s academic research and litigation experience is primarily concerned with the rights of people who experience social exclusion, including Travellers, disabled people and their carers. He has drafted a number of Private Members Bills (and 10 Minute Rule Bills) aimed at improving the rights of people experiencing social exclusion in which capacity he helped draft and pilot through Parliament the Carers (Recognition and Services) Act 1995 and the Carers (Equal Opportunities) Act 2004.

He has
written widely; his books (jointly written) include: Community Care and the Law (Legal Action Group 4th ed) 2007; Disabled Children, the Law and Good Practice (Jessica Kingsley) 2006 and Disabled People and European Human Rights (Policy Press) 2003. For full details visit the Publications page.
